புதிய ஓய்வூதிய திட்டத்தை ரத்து செய்ய வாக்குறுதி அளிப்பவருக்கே ஆதரவு தர மத்திய, மாநில அரசு ஊழியர்கள் திட்டமிட்டுள்ளனர். இதுதொடர்பாக கடந்த 4-ம் தேதி நாக்பூரில் நடந்த கூட்டத்தில் இதற்கான முடிவை ஊழியர்கள் சங்கங்கள் எடுத்துள்ளன.

மத்திய, மாநில அரசுப் பணிகளில் சுமார் 1.50 கோடிக்கும் மேற்பட்டோர் பணிபுரிகின்றனர். கடந்த 2004-ம் ஆண்டுக்கு முன்பு பணியில் சேர்ந்த மத்திய, மாநில அரசு ஊழியர்களுக்கு வரை யறுக்கப்பட்ட ஊதியம் வழங்கப் பட்டு வந்தது. இதன்மூலம் ஊழியர் களின் சம்பளத்தில் பிடித்தம் எதுவும் செய்யப்படாது. ஓய்வு பெற்ற பின்பு அடிப்படை சம்பளத் தில் 50 சதவீதம் ஓய்வூதியம் அளிக்கப்பட்டது.

கடந்த 2004-ம் ஆண்டு தேசிய ஜனநாயகக் கூட்டணி ஆட்சி, ‘பங்களிப்பு ஓய்வூதியம்' என்ற புதிய திட்டத்தை கொண்டுவர முயற்சித்தது. அதன்படி நாடாளு மன்றத்தில் சட்ட மசோதா தாக்கல் செய்யப்பட்டது. இடதுசாரிகள் உள்ளிட்ட கட்சிகள் எதிர்ப்பால் மசோதா கிடப்பில் போனது.

அதன்பிறகு, காங்கிரஸ் ஆட்சிக்கு வந்து பாஜக ஆதரவுடன் புதிய ஓய்வூதிய திட்டம் கொண்டு வரப்பட்டது. இதற்கு தமிழகத்தில் உள்ள அதிமுக அரசு ஆதரவு அளித்து வாக்களித்தது.

பணிக்கொடை, குடும்ப ஓய்வூதியம் இல்லை

புதிய ஓய்வூதிய திட்டப்படி ஊழியர்களின் மாத சம்பளத்தில் 10 சதவீதம் பிடித்தம் செய்யப் படுகிறது. அத்துடன் அரசு அளிக் கும் 10 சதவீதம் தொகை மற்றும் 8 சதவீத வட்டியுடன், ஊழியர்கள் ஓய்வுபெறும்போது மொத்த தொகையாக (செட்டில்மென்ட் தொகை) அளிக்கப்படும். அதன் பின்னர் எந்தவிதமான தொகையும் மாத ஓய்வூதியமாக கிடைக்காது. பணியில் இருக்கும்போது ஊழியர்கள் இறந்தால், அவர்களின் குடும்பங்களுக்கு பணிக்கொடை, குடும்ப ஓய்வூதியம் போன்ற சலுகைகள் இல்லை.

இந்நிலையில், வரும் மக்களவைத் தேர்தலில் இந்த பிரச்சினையை எழுப்ப மத்திய, மாநில அரசு ஊழியர்கள் சங்கங்கள் முடிவு செய்துள்ளன. புதிய ஓய்வூதிய திட்டத்தை ரத்து செய்துவிட்டு, மீண்டும் பழைய ஊதிய முறையை கொண்டுவர வேண்டுமென வலியுறுத்தவுள்ளன. இந்த கோரிக்கையை ஏற்கும் அரசியல் கட்சிகளுக்கே ஆதரவு அளிக்க திட்டமிட்டுள்ளன.

இதற்கான முடிவு கடந்த 4-ம் தேதி நாக்பூரில் நடந்த அகில இந்திய மத்திய அரசு ஊழியர்கள் சங்கங்களின் கூட்டத்தில் எடுக்கப்பட்டுள்ளது.

இது தொடர்பாக மத்திய அரசு ஊழியர்கள் சங்கங்களின் மூத்த நிர்வாகிகளிடம் கேட்டபோது, ‘‘முதலில் அமெரிக்கா, சிலி போன்ற வளர்ந்த நாடுகளில்தான் இந்த புதிய ஓய்வூதிய திட்டம் அறிமுகப்படுத்தப்பட்டது. பின்னர் அது தோல்வியில் முடிந்தது. ஊழியர்களின் பணத்தை பங்கு சந்தையில் முதலீடு செய்யவே அந்தந்த நாடுகளில் புதிய ஓய்வூதிய திட்டம் கொண்டு வரப்பட்டது.

பங்கு சந்தையில் கிடைக்கும் பணத்தை பெரிய நிறுவனங்கள் கடன் பெற்று பல்வேறு தொழில்களை செய்யும். அதன் அடிப்படையில் அமெரிக்காவில் ஜி.எம் மோட்டார்ஸ் நிறுவனத்துக்கு கடன் அளிக்கப்பட்டது. அந்த நிறுவனம் பெரும் நஷ்டம் அடைந்தது. இதனை தொடர்ந்து சர்வதேச அளவில் நிதி நெருக்கடியும் ஏற்பட்டது என்பது குறிப்பிடத்தக்கது. புதிய ஓய்வூதிய திட்டம் மத்திய, மாநில அரசு ஊழியர்களுக்கு பாதுகாப்பானதல்ல.

எனவே, புதிய ஓய்வூதிய ஒப்பந்தத்தை ரத்து செய்ய வேண்டும். இந்த வாக்குறுதியை தரும் அரசியல் கட்சிகளுக்கே ஆதரவு அளிக்க திட்டமிட்டுள்ளோம்.

கடந்த 4-ம் தேதி நாக்பூரில் நடந்த கூட்டத்தில் அகில இந்திய அளவில் 50 லட்சம் உறுப்பினர்களைக் கொண்ட மத்திய அரசு ஊழியர் சங்கங்களின் பிரதிநிதிகளாக இருக்கும் சுமார் 200க்கும் மேற்பட்ட அரசு ஊழியர்கள் சங்கங்களின் 500க்கும் மேற்பட்ட நிர்வாகிகள் இக்கூட்டத்தில் பங்கேற்று ஒருமனதாக முடிவு செய்துள்ளோம்’’ என்றார்.

GOVERNMENT REFUSED TO ACCEPT THE MAIN DEMANDS OF THE CENTRAL GOVERNMENT EMPLOYEES.

CONFEDERATION NATIONAL SECRETARIAT CALLS UPON THE ENTIRE CG EMPLOYEES TO PROTEST AGAINST THE ARBITRARY AND UNILATERAL DECISION OF THE GOVERNMENT.

HOLD NATION WIDE PROTEST DEMONSTRATION IN FRONT OF ALL OFFICES AND AT ALL IMPORTANT CENTRES ON 7TH  MARCH 2014 OR AT ANY IMMEDIATE CONVENIENT DATE.

SEND PROTEST SAVINGRAM TO THE PRIME MINISTER.

Dear Comrades,

The Union Cabinet approved the Finance Ministry’s proposal on terms of reference of the 7th CPC.  We have placed the full text of the same on our website.  None of the suggestions made by the Staff Side was accepted by the Government. 

However, our concern over the date of effect seems to have been taken note of.  The terms of reference has left the effective date of its recommendations to be decided by the Commission itself.  A united stand backed up by struggles will enable us to clinch this demand in our favour.  Undoubtedly it has been our endeavours and the two days strike action that has compelled the Government to have a rethinking on their earlier stand of Decennial (Ten years} wage revision for Central Government employees and the date of effect as 1/1/2016

Unlike on the earlier occasion, the Government has not decided to grant Interim Relief and merger of Dearness allowance.  Nor has it asked the Commission to consider and make appropriate recommendation in this regard specifically.  As pointed out in our earlier communication, inclusion of a labour representative in the Commission being not an idea the UPA Government cherishes, for it is diametrically opposite to its economic policies and ideology, they have stuck to the position of sandwiching the Honourable Judge with bureaucrats.  In the light of the agreement penned by Com. Mahadeviah, the General Secretary of the recognised GDS union with the Postal Board to the effect that a separate one man committee will look into the service conditions of the Grameen Dak Sewaks, it is not surprising that the Government chose to ignore our demand to cover them within the ambit of the 7th CPC.   Our demands for parity between the past and present pensioners and scrapping of the new pension scheme also stand rejected. 

As you are aware, the 6th CPC (and the earlier Commissions also) had refused to entertain the demand for removal of anomalies despite Government referring the same to the Commission specifically.  Therefore, the omnibus clause in the terms of reference requiring the Commission to submit interim reports may not be of any help to us to raise the anomalies before the 7th CPC.

At the conclusion of the meeting held on 24/10/2013 by Secretary, DoPT, with the staff side on terms of reference of the 7th CPC, it was agreed that the Government will consider our suggestion in the matter and will convene another meeting with the presence of Secretary (Expenditure) to iron out the differences, if any, and explore the possibilities of an agreement in the matter. But no such meeting was convened and no attempt was made by the official side to arrive at an agreed Terms of Reference.

We must now react to the arbitrary and unilateral decision of the Government.  We appeal all the State Secretaries, District Secretaries and Branch Secretaries of the affiliated organisations and the State/District COCs to immediately send the following Savingram to the Prime Minister.

THE CENTRAL GOVERNMENT EMPLOYEES WORKING IN THE    .......    (NAME OF THE STATION)/ OFFICE OF...........................CONDEMN THE ATTITUDE OF THE GOVERNMENT IN NOT HONOURING ITS COMMITMENT OF HOLDING DISUCSSION WITH THE STAFF SIDE JCM NATIONAL COUNCIL BEFORE FINALISING THE TERMS OF REFERENCE OF THE 7TH CPC AND DEMAND IMMEIDATE ACCEPTANCE OF :

(i)            Interim Relief

(ii)          Merger of DA

(iii)         Bringing the Grameen Dak Sewaks within the ambit of the 7th CPC

(iv)         Date of effect from 1/1/2014

(v)          Parity in pension entitlement between the past and present pensioners

(vi)         Coverage of the existing defined benefit pension scheme to employees recruited on or after 1.1.2004.

(vii)       Include a representative of the Labour in the 7th Central Pay Commission.

(viii)     Settle the anomalies raised in the National Anomaly Committee

While the National Convention scheduled to be held at Nagpur will chalk out detailed and phased programmes of action, we call upon our State Committees and Affiliated Unions to organise massive demonstration in front of all offices and important centres on 7th  March, 2014 (Friday) or any other immediate convenient date. Kindly instruct all the Branches to mobilise their members so that the demonstration has the participation of cent per cent of the membership of the concerned branch.  The State Units and affiliated Unions may issue pamphlets and posters and ensure its wide circulation throughout the country.

As already declared by the National Secretariat of the Confederation, we shall have to go for an indefinite strike action immediately after the General Election if our demands are to be settled.

7th CPC Terms of Reference

It is informed that DOP&T has finalized the terms of reference of Seventh Central Pay Commission and submitted to Cabinet for approval. Details of the terms of reference finalized by DOP&T is not disclosed to the staff side. Details will be known only after the Cabinet meeting which is likely to be held today evening or tomorrow. (Date of Cabinet Meeting not confirmed)

RESULTS OF THE DISCUSSIONS ON THE MEMORANDUM SUBMITTED BY TN COC WITH PMG SR

DISCUSSIONS WITH PMG, SR ON THE MEMORANDAM SUBMITTED BY TNCOC  

                   As a follow up measure Com.K. Narayanan, Ex. Regional Secretary had discussion with PMG, SR from 1500 hrs to 1600 hrs on 07.02.2014. Com. S. K. Jacob raj, Asst. Circle Secretary and Com.Thiagarajapandian, Regional Secretary  were deputed and they could not able to participate in the discussion on health grounds. Discussions went on smoothly. PMG, SR assured to look into all issues with open heart. Further assured that Circle secretary may open those items for discussion at any time.

Item No.1:

Shifting of Melur South PO/Irregular merger.

          SSPO’s Madurai Division has been ordered to find out an alternate building to house Melur south SO. Till date no action seemed to be taken by the SSPO’s Madurai Division. The SSPO’s will be pulled up again and explanation is called for.

Item No.2:

Return back the deputationist from RO RPLI/PLI Branch.

          Assurance will be kept up. Action is being taken. Order has been issued for return back one PA from RPLI Branch to Madurai Division yesterday.

Item No.3:

Grant of Special CL to RMS staff ‘MA’ Dn.

          Reply is sent to circle secretary. If any grievance is still pending, will be considered on request from the union.

Item No.4:

Action against HRO MA RMS

          Enquiry report has just been received. Action will be taken on the basis of the report.

Item No.5:

Sivaganga Collectorate P.O.issue.

          Under examination. SP, Sivaganga’s report is yet to be received.

Item No.6:

On Durgadevi, Tuticorin Issue:

          As suggested by Circle Secretary official has not so far represented and submitted oral evidence. On hearing her, PMG will consider.

Item No.7:

On Dindigul Saravanakumar Confirmation Issue:

          SP, Dindigul will be pulled up and ordered to issue orders. Explanation will be called from SPO’s for the delay.

Item No.8:

On the Transfer case of K. Kalimuthu, PM Gr.I, Vadipatti, Madurai Dn:

          As promised, will be definitely considered on 1^st April. Official may be counselled to achieve the target by 31.03.14.

Item No.9:

Regarding abolition of Postman Post after the issue of court orders.

          Sivaganga went to court and got stay orders. Abolition was not implemented. Hence, at Sivaganga Posts will be ordered to be restored. The case of Tallakulam HO, Madurai Division was brought to the notice of PMG. PMG assured to consider the same after getting report from the SSPO’s Madurai.

Item No.10:

Filling up of post of Driver, MMS, Tirunelveli Dn.

          Two posts will be filled up. Already orders for concurrence issued. The transfer case of MMS Driver already discussed in the meeting held on 21.01.14, will be considered.

Item No.11:

Suspension and revocation case of Smt. Vasantharani, PA, Tallakulam

          The issue was discussed at length. Reply given by SSPO’s on various RTI queries, explained in this case. Hope SSPO’s may let her off with minor penalty. 

Item No.12:

Withdrawal of Speed post delivery on Sundays & Holidays.

          Copy of the orders sent by circle secretary through mail has not been put up to PMG by APMG (Staff). It is learnt PMG has called for the copy of the letters. Orders will be issued after due consideration.

          PMG is ready to discuss any of the following issues after 10 days with circle secretaries, if the reply sent is not convincing.

          Official reply is received at  Circle Union end and copy will be despatched  to all Divl/ branch secretaries shortly.

இது நமது ஒற்றுமைக்குக் கிடைத்த வெற்றி ! நிச்சயம்  நம் ஒன்றுபட்ட குரலுக்கு மத்திய அரசு  பதில் சொல்லியே ஆக வேண்டும் ! கோரிக்கைகளில்  நாம் நிச்சயம்  வென்றே தீருவோம் !

மீண்டும்  அனைத்து பகுதி தோழர்களுக்கும் ,  தோழியர்களுக்கும்  எங்கள்  நெஞ்சு நிறைந்த நன்றியை காணிக்கை  ஆக்குகிறோம் !

தமிழ் மாநில அஞ்சல் நான்கு  சங்கத்தின் மாநில செயலாளர் தோழர் கோபு கோவிந்தராஜன் அவர்கள் 07/02/2014 அன்று இரவு இயற்கையெதினார். அவர் நடைபெறவுள்ள வேலை நிறுத்தத்தை முன்னிட்டு சுற்று பயணங்களை மேற்கொண்டு கடுமையாக உழைத்ததன் காரணமாக திடீர் உடல் நலக்குறைவு ஏற்ப்பட்டு 05.02.2014 அன்று Miot மருத்துவமனையில் அனுமதிக்கப்பட்டார். அவருடைய மறைவு தமிழ் மாநில அஞ்சல் நான்கு சங்கத்திற்கும் மற்றும் NFPE தமிழ் மாநில இணைப்பு குழுவிற்கும் பேரிழப்பு ஆகும்.  அவருடைய பிரிவால் வாடும் அவருடைய குடும்பத்தினர் மற்றும் அஞ்சல் நான்கின் சங்கத்திற்கும் தமிழ்மாநில அஞ்சல் மூன்றின் ஆழந்த இரங்களையும் அஞ்சலியையும் தெரிவித்துக்கொள்கிறோம். 

பிப்ரவரி 12, 13 தேதிகளில் நடைப்பெற உள்ள இரண்டு நாள் வேலை நிறுத்தத்தை நூறு சதவீதம் முழுமையாக கலந்து கொண்டு வெற்றிகரமாக நடத்தி அந்த வீரருக்கு நமது முழுமையான அஞ்சலி செலுத்துவோம். 

அன்னாரின் இறுதி ஊர்வலம் 4.00 மணியளவில் 35/10,Pari steet Anna nedunsalai (near MMDA Bus stop) (Arumbakkam-Choolaimedu junction) நடைப்பெற உள்ளது.

தமிழக மகா சம்மேளன நிர்வாகிகள் சந்திப்பு 

இன்று (05.02.2014) மதியம் சென்னை வருமானவரி ஊழியர் சங்க (ITEF) அலுவலக வளாகத்தில் தமிழக மத்திய அரசு ஊழியர்  மகா சம்மேளன நிர்வாகிகள்  எதிர் வரும் பிப்ரவரி 12 மற்றும் 13 தேதிகளில் நடைபெற உள்ள  48 மணி நேர வேலை நிறுத்தத்தை ஒட்டி பத்திரிக்கையாளர் சந்திப்பு நடத்தினர். 

 இதில்  தமிழகத்தின் மகா சம்மேளனத்  தலைவர் தோழர். J . ராமமூர்த்தி (NFPE) , மாநிலப் பொதுச் செயலாளர் தோழர். M .துரைபாண்டியன்(AG) ,   மாநிலப் பொருளாளர் தோழர். S . சுந்தரமூர்த்தி (ITEF ),  மாநிலத் துணைத் தலைவர் தோழர். S . சாம்ராஜ் (சாஸ்திரி பவன் ) மாநில அமைப்புச் செயலர் தோழர்.A . பாலசுந்தரம் (ராஜாஜி பவன் ),  ITEF  மாநிலப் பொதுச் செயலர் தோழர். M .S .  வெங்கடேசன் ஆகியோர் கலந்துகொண்டனர். 

பத்திரிக்கையாளர் தரப்பில் தினமலர், தினத்தந்தி, தினமணி, தினகரன், இந்தியன் எக்ஸ்பிரஸ் , தீக்கதிர் மற்றும் ELECTRONIC  MEDIA  தரப்பில் DD ,  சன், ஜெயா, கலைஞர்,கேப்டன், தந்தி, மக்கள், பாலிமர் ,வின், வசந்த், லோட்டஸ் ,மூன்  உள்ளிட்ட 21 செய்தியாளர்கள் கலந்துகொண்டனர். 

பொதுச் செயலாளர் தோழர்.M . துரைபாண்டியன்  அவர்கள் செய்தியாளர் களுக்கு பேட்டியளித்தார்.  மத்திய அரசு  அதன் ஊழியர்களுக்கு  எந்தவித பயனுள்ள அறிவிப்பையும் செய்திடவில்லை  என்றும்  முந்தைய ஊதியக் குழுக்கள் போல , முன்னதாக இடைக்கால நிவாரணம் , பஞ்சப்படி  அடிப்படை ஊதியத்துடன் இணைத்தல்  போன்றவற்றை செய்திடாமல்  வெறும் ஊதியக் குழுவுக்கான தலைவர் மற்றும் உறுப்பினர்களை நியமித்து  கண்துடைப்பு நாடகம் ஆடுகிறது என்றும் குற்றம் சாட்டினார்.   

தபால் துறையில் பணிபுரியும் 2.75 லட்சம் GDS   ஊழியர்களின் ஊதியம் மற்றும் பணித்தன்மை  குறித்து ஊதியக் குழுவே  பரிசீலித்திட வேண்டும் என்ற நமது கோரிக்கை மீது கூட கவனம் செலுத்தவில்லை.  ஊழியர் தரப்பு பிரதிநிதிகள் எவரும்  கலந்து ஆலோசிக்கப் படவில்லை .  கடந்த 25.10.2013 அன்றே ஊழியர் தரப்பில் TERMS  OF  REFERENCE   அரசுக்கு அளித்திருந்தும்  இது குறித்து  எந்தவித அறிவிப்பும்  மத்திய அரசு வெளியிடவில்லை  என்பதை சுட்டிக் காட்டினார். எனவே , மத்திய அரசு ஊழியர்களின் நீண்ட காலக் கோரிக்கை களை  வலியுறுத்தி  மத்திய அரசு  இதன் மீதி சாதகமான அறிவிப்பை செய்திட வைக்க  ஊழியர்களுக்கு வேலை நிறுத்தத்தில் செல்வதைத் தவிர வேறு வழியில்லை என்று  அறிவித்தார். 

ஆகவே நாடுமுழுதும் உள்ள  அனைத்து மத்திய அரசு ஊழியர்களும் எதிர்வரும் பிப்ரவரி 12 மற்றும் 13 தேதிகளில்  48 மணி நேர வேலை நிறுத்தத்தை  உறுதியாக   நூற்றுக்கு நூறு விழுக்காடு  வெற்றிகரமாக நடத்திட உள்ளனர்  என்பதையும் அறிவித்தார். 

இந்த செய்திகள் தற்போது அனைத்து  தொலைக் காட்சிகளிலும் ஒளிபரப்பாகிக் கொண்டிருக்கிறது. அனைத்து பகுதி தோழர்களும்  இந்த அறிவிப்பைப் பார்த்து , இதர பகுதி தோழர்களுக்கும் இதனை தெரிவிக்கவும். போராட்ட வீச்சினை  வேகப் படுத்தி  அனைத்து ஊழியர்களையும்  முழுமையாக  நமது அஞ்சல்  மற்றும் RMS - MMS , GDS பகுதிகளில்  கலந்துகொண்டு   இந்த வேலை நிறுத்தத்தை வெற்றியடைய செய்திட வேண்டுகிறோம்.  தற்போது பாராளுமன்ற இறுதி கூட்டத்தொடர் நடந்துகொண்டுள்ளது.இன்றில்லையேல்,அடுத்து    தேர்தல் ஆணையத் தின் அறிவிப்பு வரும் .  CODE  CONDUCT  உள்ளது. அரசு எந்தவித கொள்கை முடிவும் எடுக்க முடியாது என்று கூறுவார்கள்.  'மே' மாதத்திற்கு பிறகு புதிய அரசு வரும் . தற்போதுதான் நாங்கள் வந்திருக்கிறோம்.  இவற்றையெல்லாம் பரிசீலனை செய்திட எங்களுக்கு ஆறு மாதமாவது அவகாசம் கூட வேண்டாமா என்பார்கள் .
